I would try rebuilding the Roch. They are basic & easy to work on. A kit is not expensive. Also check for vacuum leaks. That can cause a fast idle.

Especially around the throttle shaft. I'm currently rebuilding our Rochester B and found one side of the throttle shaft pretty sloppy. It was missing a few accelerator pump pieces as well so I'm excited to see how it runs after we're done.
