I’m pretty sure the hub is a taper fit on the axle shaft, and there is a puller for that.

To remove the wheel center or dish though I’d doubt it is a taper fit, remove lug nuts and it is probably just rusted snug on the hub, same as can happen on newer trucks/wheels.
With lug nuts removed a big rubber mallet or sledge hammer and block of wood might shake wheel loose, hammer on side of wheel at the edge, don’t bend the wheel.
