I assume you mean the holes in the "bumper" brackets won't line up??????????? with holes in the frame. I thought you said it was all together ("bumper was mounted") and fitting fine except no splash guard? Please explain. I am trying to pay attention but you are very confusing. Be extra specific with each word.
