Just because it's not loose doesn't mean it can't wobble. If it was not aligned properly because of wear to the balancer hub or the crank snout when it was installed, all the Loctite did was make the wobble permanent. The only fix would be to remove the balancer and all the Loctite residue, thread the crankshaft, and pull the balancer tight against the timing gear with a bolt. That eliminates, or at least minimizes the misalignment. The alternative is a different crankshaft and/or balancer.
