Considering you may not have the spare $1000, then die grinder with cut off is the one. I have found there to be different widths of cut off disks. Use the thinest you can find as it is more accurate and cuts faster....but wear eye protection, the thin ones are more likely to grenade if twisted wrong while cutting.
Torch would be a no-no.
