Bobby, the two bolts that pass through from the inside should be held in place with a keeper that has tabs bent up to hold the heads in place. Because of the keepers, you might able to snug them up a bit. Not too snug...I think 7 foot pounds is the spec...so be gentle. Remember, you're just snugging to a gasket with some give, not metal to metal. Might help, might not.
