You have likely just ruined your Rochester B beyond repair by filing on it where the gasket goes. But don't sweat that too much because that kind of gap is caused by warpage which is difficult to fix permanently.
Regardless of any of that, your leakage problem has nothing to do with that gasket. Gas cannot reach that high if the float needle//seat is functioning properly.
I suggest that you buy another carb, and if you have more trouble, report back and then wait for responses, then actually read them.
