I've read that the 3/8" belt will just ride lower in the 5/8" groove (than the large belt) but give acceptable life, since the belts all have the same shape - the smaller one is just not using the top area of the big pulley.
Why are there different sizes? Different load capacity: the larger belt needs less tension for the same load and will last longer, but higher inertia, weight and cost.
