Hose from thermostat housing goes to valve connection closest to firewall, hose from other valve connection goes to one heater core connection. The other heater core connection goes to water pump. If you're connections are this way it's correct. Feel the hoses that go to the valve. Heat on hoses feel the same, heat off hose going through firewall should feel cooler. An infared thermometer might help here but I'm not sure. If both hoses are hot all the time your valve isn't working properly.
