well after looking, still no luck on finding a sending unit for my 1 ton C30 panel, I did get it cleaned, reinstalled, and put tank back in, now it reads full when I turn on the key, all wiring is correct, so now I am going to remove the tank, to see if the sending unit is stuck in the full up position, if not I will look for a different kind, and make it work.
so if any one here has a panel with a side mounted tank, and a good sending unit, let me know
