Those may not be for lowering. I have seen and worked with similar parts, and they do go in just as Jerry posted. However, they go on the upper balljoint and spindle, rather than the lower, and are used for lifting 4x4 pickups. They're usually installed along with dropped crossmembers for the lower control arms/torsion bars, plus dropped pitman and idler arms to correct the steering geometry. They allow the upper control arms to be kept in the stock location, which usually also incorporates the camber/caster adjustments.
