I think BC has hit the issue.
Suction from the pump to the pre filter is drawing air in.
When the engine is not running, there is no pre pump line pressure or vacuum.
Other than a little static head pressure from the tank.

Fuels pumps are just a small rubber diaphragm pump.
My suggestion is to get rid of the pre filter or move it to the discharge side of the pump.
