If you mentioned he was going to scrap them, I would start with the value of scrap.
For example, assume the tire/wheel assembly weighs 100 pounds and delivered scrap metal is 5 cents per pound...$5 each would be where you start negotiating. Keep in mind that scrap metal dealers really don't want to see mounted tire/wheel assemblies.
