Sucking fans are more efficient. One can make or have made an Al shroud that has a hole in the center for the fan, mounts to radiator so airflow from fan is all coming through whole radiator, put rubber flaps on inside so air can flow through due to vehicle speed-look at VW, etc.

Very efficient.
