A cylinder is a cylinder, and it doesn't care how the fluid gets forced into it. The flow rate of the pump you use will determine the speed the hoist moves, while the pressure output of the pump will determine your lifting capacity. If you source an electric pump with specs matching the original PTO pump, things will work fine. If not, you may have to derate the system or change the hoist geometry.
