Agree with JohnnyN. With all due respect. The answer lies with the people who will make the decision. Not our opinions or experience. These folks/requirements can change day to day depending on interpretation, what county and how close to lunch. I hope you at least have a VIN tag riveted to the door sill.
When you say Georgia does not require a title, I hope that is not true. That would be a very unwise policy.
Around these parts, when someone says they will give you a bill of sale and not a title, it's a RED flag. I have heard all the stories and the Georgia story sounds RED.
