At autozone they sell a Duplicolor rust converter in 1 pint plastic jars for about $5.00, its at the paint and body section. I've used that stuff and it works nicely! They also sell a rust converting primer in rattle cans, also duplicolor. Either one is what I would use after wirebrushing and sanding. Then check to make sure your seals are all good.
