Get a shop manual and tinker with the mechanical work first. The only rust that can stop you from a safety inspection is frame rot and if you've got that then park it in the bush. My wiper was frozen solid but removing,cleaning,and lubing is all it needed to work like new. Any mechanic can sign the safety so find a decent old guy and he'll want to see you get it on the road.
