you must have a mutant carb, the inlet on a rochester B is decidedly on top, it is actually part of the top of the carburetor, the inlet fitting, float and needle come off with the top when you remove it, at least all of them I have seen. Unless you have an updraft? I don't know anything about those. Nonetheless, the gas won't drain out.
