When I did the frame off on my 57 T-bird I had the frame sandblasted and then brushed on POR 15 out of a quart can. The product is a little pricy but it cures nearly rock hard and the frame won't rust under the paint. The paint is UV sensitive so you couldn't use it where the sun will beat down on it. A frame should not be a problem. I'm going to use POR 15 on the inside of my 40 Chevrolet truck cab where it will never show, (floor boards, fuel tank box, inside doors etc.).
