It's almost universal in L6 engines since the incoming cold water reaches the front cylinder jacket first, and is warmed by each cylinder in turn as it passes down the block.
No easy cure, but it's been dealt with by Chrysler in the Spitfire and Cummins in the Dodge diesel.
