I'm over my head here, but I don't think the inner fenders actually mount to the frame in the front. I think they probably mount to the radiator core support. On my older truck, the core support actually ties everything together in the front, and then it is mounted to a cross member on the frame.
I don't know much about body work, but I think that is more or less the standard method for most older vehicles. I have no idea how the new ones are put together. Allen
