This tool is used to remove the 4-speed shift lever. You push down on the ball at the base of the lever and twist. There is a spring under the lever that will push the lever up.
The lever is (usually) easily removed without the tool. Use a clamp, vise-grip, or slip-joint pliers to grab the lever and push down and twist.
