I believe it is best to loosely attach it before assembly. It will form to fit and hold itself in place once things are bolted together. It is for anti squeak.
I have never found staples that perfectly match the existing holes so I cut short lengths of steel wire (stainless if you have it, but not necessary)that fit through the hole diameter and bend them to fit.
