The classic volume test we used for a lot of years was a flow rate of a minimum of 1 pint in 30 seconds at idle speed. Any engine that won't run for 30 seconds on the gas in the float bowl has a lot more problems than fuel flow rate. If the pump fails a flow test, check output pressure and input vacuum. 3-5 PSI on the output side is about right, and the pump should produce 10 inches of vacuum minimum on the input side. Both pressure and vacuum should remain steady for a few seconds after engine shutdown. This procedure checks the condition of the diaphragm, and the input and output check valves, as well as the operating spring condition. The pump cam does not develop the output- - - -the spring controls the output pressure.
