It sounds like someone has removed a few spring leaves to simulate a dropped axle. How much room is there between the axle and the bump stops on the frame, or are they there at all? The drag link should be approximately parallel to the ground with the vehicle at normal ride height. How does the front/rear attitude compare? Check out some of the trucks similar to yours in the photo gallery to get an idea what a normal ride height compared to "lowered" looks like.
