Okay, so there is one more test I can do. If I ground the wire at the sending unit it should simulate an empty tank and my needle should go to empty. If nothing happens I can test continuity of the wire between the fuel gauge and the sending unit. If the wire is good and grounding it does not change anything thing I am at a loss other than a bad (new) gauge.
