The pump should shoot gas just as soon as you crack the throttle. The harder you hit it, the more it should shoot. Give the throttle a couple really quick twists while watching down the carb ( ENGINE OFF ). Did it spray anything, some, or a lot?
Sometimes you can get them working this way, most times you need to go inside and check the check ball and pump itself.
You may need to tweak the linkage a little to get rid of any slop, the pump must move as soon as the throttle does, no lag or taking up wear.
