Looks like good bones to start with. Post casting # on the engine block for ID. As for the speed, these were not meant to be speed demons. They hauled goods from farm to market or as in this case water and men to the fire. Expect 45-50mph range w/o any modifications. Rear brake parts may be challenging. If your skills are up to it you can make a cool hauler.
