That's from new regulations from the DOT as well as the RMA. When dealing with new stock, anything over 6 years old can't even be sold as a "new" tire anymore in the US. Most companies remove them from stock and send them outside the US where the regulations aren't as strict. With used, both the age and condition come into play. Many shops won't touch used tires, regardless of age, due to liabilities.
So far, the US does not have anything in place as far as tires that are already on a vehicle for age, unlike some countries.
