Can't say for sure about isocyanates, I would probably say it does, because it and POR 15, read about word for word on use and thinning. Are you figuring on spray it? If your going to paint it with a brush it's not as big a problem. Just make sure you have plenty of ventilation, maybe use a fan to carry off fumes if your doing large areas.
