I have removed a lot of junk tires from old rusty wheels. I lay them flat with the lock ring up and knock them down as much as I can with a duck bill hammer. I then pour on as much Diesel as I can. In a couple of days, it will soak all the way down and make the tire pretty simple to remove. It is a lot easier than cutting them off.
