Mine was about like that in the bottom corner. I just cut out the swiss cheese and scabbed in new metal rather than replace everything. I wire brushed the surface rust and put some ospho in a spray bottle and soaked the complete area. My kick panels on the inside were bad and I replaced them but was able to coat the back side of the cowl with Ospho
