Well, I just found a manual online and this is what it says:
"Starter Control. Ignition key starting is provided on Forward Control models, automatic transmission equipped models and all V-8 models. A starter pedal located near the center of the toe board to the right of the accelerator pedal is used on other truck models."
So there you go.
