I tried mounting inners first, then outers but was unsucessful. I couldn't get the angle I needed without scraping paint off the cowl. The problem spot is at the cowl where the outer jogs from inside to outside the inner fender. Others have managed it though.
It was no problem once I bolted the two together first.
