Usually, if no spec is given, the any perceptible play is considered out of spec. This is the case pretty much 100% of the time with tie rods, and as mentioned, any time there is no spec given.
In the case of the king pins, I could not find a spec other than .002" clearance between the kingpin and the bushing. Any excessive play will throw off the alignment accuracy.
