I thought that the rough finish was as result of a bad paint being sprayed on the dash some point in the trucks life I guess thats the way it came it does look too well applied to be a spray can, I must admit I am stripping it off and going with shiney hi glare pearl white, I'll have to wear shades!!!!!!!!!!!!!!
