If there's no drive gear, you've got a hydraulic pump/motor called an "orbit" motor, possibly. Eaton made several types of these pump/motor combinations. It will either pump hydraulic fluid, or be driven by pressurized fluid like a motor, depending on the application. To use it, you'd need a PTO drive system, with a gear that meshes with the transmission, and another pump or motor to drive something. It's pretty good swap meet material, unless you've got the whole system.
To find out if the axle is bent, remove the wheel and brake drum, and spin the axle. If the flange wobbles, you need a replacement axle.
