On tractors it's called rear pull choke, sometimes, but have you tried the search function on here? Tons of engine photos in the gallery, as well.
Cutting a wound choke cable- metal wrapped? Carefully with a small pipe cutter used for fuel lines. A lot depends on the cable material...
