I think you have asked the correct question: "Should the accessories terminal be hot when the engine is running?"
This is not clear: "The key is in the same position either way."
Nonetheless, switches behave differently, and you will have to check yours out.
Do you have a volt-meter and/or continuity tester?
Check the leads on the switch with the switch/key in various positions.
