Does the radiator feel the same temperature across the core?

A partially blocked core can restrict flow enough so that at idle it will not be able to cool the engine enough.

Where at higher RPM it makes up faster water pump operation and more air flow through the radiator allows the cooling system to compensate for a bad radiator.
