I actually agree with everyone's opinion on how to skin that cat. To add to the discussion, I would:

(1) Sandblast it, then (2) re-evaluate the damage. (Or however you want to take it down to bare metal). edit- Sand/media blasting would tell the story best.- Of course, like Denny says- it really all depends on your plans for the truck.
