Not an engine machinist and invoking the memory escape clause because it was a long time ago when I heard about this.

Some engines, I believe over the road diesel truck engines had the actual cylinder wall made from a sleeve installed into the block when the engine was made at the factory for the first time. Meaning the cylinder wall was not cast in and the sleeve was a wet sleeve. Meaning that the outside of the sleeve was part of the water jacket and in direct contact with the coolant.

And, I do not think a machine shop would offer a repair that would not stand up.

Also some engines that have had cylinder walls too badly damaged to repair by boring oversized had them bored then re-sleeved to standard size.
