The AMP meter is best tested safely with a variable current source or supply and variable load to adjust circuit current.
If you have a fair understanding of electronics you can mock up a tester for this.
A multimeter by itself will only check the shunt resistance in ohms. You may show vary low current from the shunt but the meter coil may be open.

Your temperature gauge should be a heated bulb sender. It is not an electric sender.
From the shop manual -- The temperature indicator consist of an indicating unit in the instrument cluster, an ether filled bulb in the cylinder head and a small tube forming an air tight connection between the two units. As the water in the cylinder head warms up the ether expands causing then hand on the dash unit to move toward the right indicating the water temperature. --
Pressure on the fitting hole should show needle movement, but the unit will need a repair adding the bulb and tube.
