It should just hold the butterfly closed long enough for the bi-metal spring to relax and allow it to open to the exhaust pipe. By the time this happens the floor of the intake should be warm enough to vaporize the fuel droplets. I think Carl has it right, the thermostat was installed 180° out of phase.
