Now fellas, ya got this old coot's curiosity going again. Guess I'll have to crawl under the '37 to see if these doodads are there too. It sure seems odd these would be used as a frame stiffeners. Not saying they weren't or were, just don't know and wonder. If frame integrity was a consideration why would these be that small and cover only that section? Also, GW's photos indicate these were on the cab rear instead at cab front as shown in the photo link I provided. So, there appears to be factory assembly differences?
The second hole doesn't make sense either. I'll check to see if there is a rivet or bolt or anything else that cause a need.
Update:
The '37 doesn't have the two hole stiffner plate reinforcement.
