Is it coated with anything? Or was anything done to neutralize any rust that was on it?If it is just bare metal, nothing coated on it, you'll need to wipe the whole thing down with lacquer thinner or maybe acetone to remove as much dust as possible before you coat it. Air gun it off if you can.
I 'painted' my frame with the POR15 product...
It has held up fine (since Oct '14), it was easy to use, but I would have blasted/epoxy-primed/epoxy-painted my frame if I had to do it again. Or have it powder-coated.
I've sandblasted off some POR15 that was 100% correctly applied recently; it is easier to get off than the epoxy primed/painted stuff. This is just my opinion & don't get me wrong- the POR15 looks great and is hard to get to chip...
Just knowing now what I did not know then (Oct), I'd either rattle-can the frame, epoxy it, or have it powder-coated.

Edit- In the end, it's just the frame... you need to get the rust off (check) & paint it. As long as you do not introduce any adverse chemical reactions, almost all of today's painting products are comparable or better than the paint that came on it.
