Yeah. Usually they have a slot running diagonally across the plate so you've got some adjustment by moving the plate back and forth to line it up. You can even reverse the plate if you need to to line everything up for the bolt. If yours aren't drilled, I'd really recommend you get everything lined up perfectly (bed board, cross sill, plate, pad and block) before you mark the spot to drill the hole in the plate.
