Denny, Since you actually bought a labeled gallon of Milkstone remover... would you mind telling what types and proportions of acid are in your gal.?
My understanding is it's a mix of Phosphoric and Nitric Acids @ approx 28%/V.
As for neutralizing... Water is a base.
Also, acid doesn't stop working unless neutralized.
