scrub line would remain constant between rims and center pumpkin, but what Hotrod John is saying is that as rear moves "up" compared to frame, fenders, and other things that they can become lower than the scrub line that is defined by the rims. Now you have exceeded the scrub line and a flat tire can be significantly more damaging than just replacing a tire.
